Cumberland County New Homes Pipeline: October 2026 Update

By Josh Schoenly, eXp Realty · Published October 18, 2026 · Sources checked October 18, 2026

Short answer: Two projects lead the Cumberland County new homes pipeline this fall. The final plan for Lehman's Landing Phase 3 in North Middleton Township, 57 townhomes, is under review and goes before the township planning commission on October 20, 2026. Heritage Village Phase 1 in South Middleton Township, a plan for 406 homes on 51.5 acres, is under township review. Neither phase has final approval, so there is nothing to buy in them yet. In Lemoyne, 1300 Market Street was rezoned on October 1, where an owner has proposed 18 apartments but no plan has been filed.

Lehman's Landing Phase 3, North Middleton Township

The whole Lehman's Landing community, about 179 townhomes in three phases, received preliminary plan approval from the North Middleton Township Board of Supervisors on April 18, 2024, under the name "Lehman's Crossing." Only the final plan for Phase 3 is under review now: 57 townhomes with private access drives, parking areas and stormwater facilities.

Heritage Village Phase 1, South Middleton Township

The Sentinel reported on October 8, 2026 that a plan for Heritage Village Phase 1 would bring 406 homes to about 51.5 acres between Fairview Street and the Connector Road. According to that report, the mix is 67 single-family homes, 51 townhouses and 288 apartments.

Other items on the county agenda

The October 15 county agenda reported 9 plans submitted in September 2026. Lehman's Landing Phase 3 is the only one that proposes new homes. The rest include a poultry operation in Hopewell Township, a large warehouse in Penn Township, a child care center in South Middleton Township, a fuel station in Newville and several lot changes.

1300 Market Street, Lemoyne

Lemoyne Borough rezoned 1300 Market Street from commercial general (CG) to office residential (OR) on October 1, 2026. According to the county's review report and June planning commission minutes, the 1.35-acre site holds a vacant office building, and the owner wants to convert it into 18 studio, one-bedroom and two-bedroom apartments. CG does not allow apartments, and OR does. The conversion is proposed only; we found no development plan filed for it.

Together, that is about 481 homes proposed across these three projects (406 + 57 + 18), by our own tally. Counts and timing can change as plans move through review.

Frequently asked questions

Can I buy a home in Lehman's Landing Phase 3 or Heritage Village Phase 1 now?

Not in those phases. Heritage Village Phase 1 is a proposed plan under review. Lehman's Landing Phase 3 has preliminary approval from 2024, but its final plan is still under review, and no Phase 3 homes are for sale. Lehman's Landing itself already has a builder and a model, so ask about current homesites in earlier sections.

When could homes in these phases be ready?

No one can say yet. Heritage Village still needs local approval, and Lehman's Landing Phase 3 still needs final plan approval, and after that come site work, roads, utilities and construction. Timelines often shift, and plans can change or stall.

Who is building Heritage Village?

A builder has not been confirmed in the public records we reviewed. We will update this page when one is announced.
